Citrus County native. Small business owner. Family man. Standing water is where mosquitoes breed — and water management is what I do every day.
Mosquitoes breed in standing water. Standing water is my business.
Every other candidate will tell you what they've read about mosquito control. I've spent my career on the ground in Citrus County dealing with the exact conditions mosquitoes need to thrive — and the exact systems that eliminate them.
Real-World Drainage Expertise
Septic systems, drain fields, water tables, sewage backups — I know Citrus County's geology and drainage patterns from the inside.
Source Reduction Is My Day Job
Mosquito control's #1 strategy is eliminating standing water at the source. That's literally what I do — every job, every day.
Small Business Discipline
Running two 24/7 emergency businesses means lean budgets, fast response, and accountability. That's the mindset I'll bring to the Mosquito Control Board.
Roots Run Deep
A long family history in Citrus County. I'm not running to build a résumé — I'm running to protect the community my family has called home for generations.
A working man with skin in the game.
I'm a Citrus County native with deep family roots in our community. I'm not a career politician or a transplant looking to add a title to a résumé — I'm a working business owner, a husband, an outdoorsman, and a neighbor.
For years, I've owned and operated Brooks Septic & Plumbing, serving homeowners and businesses across Citrus County 24/7. I also lead All Phase Restoration, the local water damage restoration company that homeowners and insurance adjusters call when the worst happens.
Both businesses have one thing in common: they're about water. Septic tanks. Drain fields. Sewage backups. Flooded homes. I've spent my career understanding how water moves on Citrus County properties — and how to manage it. That's not theory. That's not a Sunday afternoon hobby. That's my profession.
Outside of work, I'm happiest on the water with a rod in my hand, or at home with my wife. I'm the kind of person who shows up — for my customers, for my community, and for the work that needs doing.
Five priorities. Common sense. Citrus County first.
No slogans. No empty promises. Just a clear plan rooted in what the Mosquito Control Board actually does — and what it can do better.
Source Reduction First
Treating mosquitoes before they hatch costs less, works better, and protects pollinators. I'll champion proactive water-source elimination over reactive fogging.
Fiscal Responsibility
The District has held the line on millage rates — that needs to continue. I'll bring a small business owner's eye to every budget line and every contract.
Responsive Service
When you call about a mosquito problem, you should get an answer — fast. I run two 24/7 businesses. I understand response time better than most.
Environmental Stewardship
Citrus County's waterways and wildlife are part of what makes this home. Integrated Mosquito Management protects both public health and the ecosystems we love.
Public Education
Most mosquito problems start in someone's backyard — an old tire, a clogged gutter, a tarp. I'll back stronger outreach so every resident knows how to "fight the bite" at home.
Mosquito Control 101: Why this race matters.
The Citrus County Mosquito Control District was established in 1953, and became an independent special district in 1999. Its mission is to promote the health, safety, and welfare of Citrus County residents and visitors through Integrated Mosquito Management.
The District uses a proactive, larvicide-focused approach — targeting mosquitoes in the water, before they hatch, blood feed, and potentially spread disease. They also run a sentinel chicken disease surveillance program, weekly trap collections from 41 sites, and ground & aerial surveillance across the county.
The Board of Commissioners — three seats, four-year terms — sets policy, approves budgets, and oversees operations. The board doesn't ride in the trucks. But the decisions it makes directly affect how fast your call gets answered, what gets sprayed near your home, and how much you pay for this service each year on your tax bill.

This is a community campaign.
There's no big PAC. No outside money. Just neighbors helping neighbors get the right person on the board. Here's how you can pitch in.
